The Administration Department is the central management office for the City of Cypress. The activities of this department are directed by the City Manager, who is the City's Chief Administrative Officer. The City Manager is appointed by the City Council and is responsible for administering the programs and services provided by the City. This office implements the policies adopted by the City Council and directs the work of all department heads and city staff.
Central management responsibilities provided within the Administration Department include preparation and submission of the annual city budget, seven-year capital improvement program, and directing the provision of police, public works/engineering, planning, building, housing, economic development, finance, human resources, and parks and recreation services to the City. The Administration Department also provides staff support to the City Council, completes special projects, analyzes state and federal legislation, coordinates risk management services, and oversees community events.

The City Clerk is appointed by the City Council and is responsible for preparing City Council agendas and follow-up correspondence; recording and maintaining City Council minutes, ordinances, and resolutions; preserving all official City records; conducting City elections; recording deeds; administering oaths; receiving and processing liability claims against the City; responding to Public Records Act requests; providing applications for voter registration; and complying with filing obligations required by the State Political Reform Act.
