PROJECT DESCRIPTION

The Los Alamitos Race Course has applied for a tentative tract map and certification of an Environmental Impact Report (EIR) for the planned buildout of approximately 134 acres within the Cypress Town Center and Commons Specific Plan 3.0 area. It includes approval of Vesting Tentative Tract Map No. 19247, which covers a larger 151.6-acre area; however, about 17.5 acres (Lots 8 and 9) are associated with the Grace Church property and are not part of the Specific Plan buildout or environmental analysis. The project assumes a reasonable buildout of 1,791 residential units and 440,000 square feet of commercial space.

Vehicle Miles Traveled

Vehicle Miles Traveled (VMT) measures the amount of driving a project is expected to generate compared to the regional average. It looks at the average number of miles people travel each day for activities like commuting, shopping, and errands. Under CEQA, VMT is used to evaluate a project’s impact on air quality and greenhouse gas emissions, since more travel generally results in more pollution. Projects located near jobs, shops, and public transit tend to have lower VMT, while those in more auto-dependent areas tend to have higher VMT. Importantly, VMT does not measure traffic congestion or roadway conditions — it focuses on how far people travel, not how traffic flows.
