Senate Bill (SB) 330 (The Housing Crisis Act of 2019) and SB 35 (Affordable Housing Streamlining) are key State legislative measures aimed at streamlining housing development and increasing affordable housing in California. Qualified housing development projects may opt to invoke the rights afforded by SB 330 and SB 35 by submitting a preliminary application form, including all of the information required by subdivision (a) of California Government Code Section 65941.1.

SENATE BILL 330: THE HOUSING CRISIS ACT

SB 330 introduced significant changes to State housing laws aimed at improving certainty in the development process, among other things. As amended, SB 330, allows eligible housing project applicants who submit a complete Preliminary Application to the City of Cypress to "freeze" (vest) the applicable development fees and standards in effect at the time of submittal. After submitting the Preliminary Application, the developer has 180 days to submit a complete application to the City for further review. SB 330 also requires the City to hold no more than five public hearings in conjunction with review of the eligible project.

SENATE BILL 35: STREAMLINED AFFORDABLE HOUSING

SB 35, as amended, provides streamlined review for housing developments where 50% of units or greater are affordable. Developments are subject to a number of other eligibility requirements; please review the Southern California Association of Governments SB 35 Factsheet for more information
